Founded in 2022 to support Pro Arbore, Hi-Viz quickly grew into a dedicated provider for civil construction, forestry, and community events across Hawke’s Bay. When Cyclone Gabrielle struck in 2023, our crews stepped in to manage road access, support contractors, and help keep communities connected. That experience shaped us into the team we are today: practical, responsive, and proud to serve our region.

Meet Our Team
BART MULDER - DIRECTOR
With more than 20 years in the arboriculture industry, Bart Mulder has grown Proarbore from the ground up into one of New Zealand’s leading names in green waste management. Under his direction, the company played a key role in the cleanup efforts following Cyclone Gabrielle, showcasing its commitment to community and the environment.
Hi -Viz was born out of ProArbore’s need to manage its own traffic operations. What started as a practical solution has since evolved into a thriving, independent business that employs locals and delivers reliable, cost-effective traffic management services.
Bart is passionate about building strong, skilled teams and supporting industry growth. He serves on the National Executive Council for Civil Contractors New Zealand and the Board of the New Zealand Arboricultural Association (NZArb), helping to shape the future of both industries.
OLIVER HOULAHAN - OPERATIONS MANAGER
Oliver began his career in traffic management through a COVID-19 redeployment program in 2020, after his previous workplace was forced to close. During this time, he gained his Traffic Controller and Site Traffic Management Supervisor certifications, and went on to work with several leading companies in the sector, also achieving his TTM Mentor qualification.
In 2022, Oliver rejoined Proarbore and quickly progressed into a management role with Hi Viz. Born in Hawke’s Bay and educated in Hamilton, he has since returned home to contribute to his local community. He takes pride in building strong relationships with clients and suppliers and is dedicated to providing a dependable, one-stop service, 24/7.
TK TE NAHU - OPERATIONS SUPERVISOR
Born in Napier and raised in Auckland, TK began his career in traffic management in 2016, working on Level 3 roads and Auckland’s busy motorways. After obtaining his Traffic Controller ticket, he progressed to the Site Traffic Management Supervisor (STMS) role, gaining extensive experience across a variety of companies before joining Hi-Viz in December 2024.
Since joining, TK has quickly moved up from STMS to Operations Supervisor, supporting Oliver with additional operational tasks while taking a lead role in staff mental and emotional wellbeing.
Passionate about creating a workplace where everyone feels valued, respected, and supported, he prioritises approachability, understanding, and kindness in everything he does. Dedicated to fostering a tight, family-oriented culture, he ensures that both team members and the wider Hi-Viz community feel appreciated and cared for.
