The Hi-Viz Story
Hi-Viz Traffic Management is focused on one thing: keeping Hawke’s Bay moving safely. We’re a specialist team providing traffic management planning, equipment hire, and on-the-ground crews for projects of every size.
Keeping roads safe, communities connected, and critical traffic works moving.
Founded in 2022 to support Pro Arbore, Hi-Viz quickly grew into a dedicated provider for civil construction, forestry, and community events across Hawke’s Bay. When Cyclone Gabrielle struck in 2023, our crews stepped in to manage road access, support contractors, and help keep communities connected. That experience shaped us into the team we are today: practical, responsive, and proud to serve our region.

Meet Our Team
BART MULDER - DIRECTOR
With 25 years in business, Bart Mulder is an experienced business owner and industry leader who has built and grown multiple successful businesses across the arboriculture and traffic management sectors.
In 2022, Bart founded HI-VIZ Traffic Management, initially driven by the need to provide his Vegetation control company with a reliable, efficient and responsive traffic management service. The business was established just prior to Cyclone Gabrielle, which created an unprecedented demand for traffic management as Hawke’s Bay began the enormous task of responding to and recovering from the devastation across the region.
What began as a solution to support his own operations quickly developed into a thriving Hawke’s Bay business. HI-VIZ Traffic Management has continued to grow, creating local employment and build a strong team culture centred around reliability, capability and getting the job done.
OLIVER HOULAHAN - BRANCH MANGER
Oliver began his career in traffic management in 2020 through a COVID-19 redeployment program, after his previous workplace was forced to close. During this time, he gained his Traffic Controller and Site Traffic Management Supervisor qualifications and quickly developed a strong passion for the traffic management industry.
Over the following years, Oliver worked with several leading companies, gaining valuable industry experience and progressing to achieve his TTM Mentor qualification.
In 2022, Oliver joined Hi Viz Traffic Management during its start-up phase and quickly progressed into a management role as Operations manager. Since then, he has continued to develop through the ranks, establishing himself as a capable young leader with a genuine passion for the industry and the people within it to become branch manager.
Oliver takes pride in building strong, long-term relationships with clients and suppliers and is committed to delivering a dependable, responsive, one-stop traffic management service 24/7.
His commitment to professional development and the wider civil construction industry continues through his involvement with Civil Contractors New Zealand. Oliver joined the Civil Contractors New Zealand East Coast Branch committee, where he is helping lead the Young Contractors program and support the development of the next generation entering the industry.
TK TE NAHU - OPERATIONS MANAGER
TK began his career in traffic management in 2016, gaining valuable experience working on Level 3 roads and Auckland’s busy motorway network. After obtaining his Traffic Controller qualification, he progressed to become a Site Traffic Management Supervisor (STMS), building extensive industry knowledge and experience across a range of traffic management companies.
In 2024, TK joined Hi Viz Traffic Management and quickly established himself as a valued member of the team. His leadership and operational capability saw him progress from STMS to Operations Supervisor in 2025, before stepping into the role of Operations Manager in 2026. Today, TK works closely with Oliver, supporting the day-to-day operations of the business and helping ensure crews, resources and projects run effectively.
A key part of TK’s leadership is his commitment to the mental and emotional wellbeing of his team. Passionate about creating a workplace where everyone feels valued, respected and supported, he leads with approachability, understanding and kindness.
TK is dedicated to fostering the tight-knit, family-oriented culture that sits at the heart of Hi Viz, ensuring team members feel appreciated, supported and genuinely cared for while helping build a positive environment for the wider High Viz community.
